When excluding those who only played lottery draws, participation stood at 28%, implying lottery-only players comprised roughly 21% of the adult population. 

Online gambling participation over four weeks reached 39% (16% excluding lottery-only players), while in-person gambling participation was 29% (18% excluding lottery-only players). 

Top non-lottery activities during the period included scratchcards (13%), betting (10%) and online instant win games (8%).

The regulator noted that several operators received “additional points for attention”, indicating that while these applicants met minimum legal thresholds, the KSA expected continuous improvements in compliance practices.

In June, one of the operators, TOTO online BV, was reported for violating the ban on featuring role models in advertising materials.

MDJS has turned to the courts to challenge offshore betting. On 12 January the Casablanca commercial court, sitting in summary proceeding, ordered Maroc Telecom, Orange Maroc and Inwi to block 19 named betting sites and local payment intermediaries. Non-compliance carried a penalty of MAD10,000 a day.

Medias24 reported the judge’s reasoning: “Internet access providers are technically the only parties able to end the manifestly unlawful disturbance resulting from access to unauthorised betting sites.”

The order was short-lived. The commercial court of appeal granted a stay on 26 January. According to Medias24’s 12 February report, it then annulled the order and rejected MDJS’ claim, ending the daily penalty. MDJS could still appeal.
